zkSync is exactly that. So yes storj labs is using L2 to batch token transfers and save gas.

SNOs may want to opt in to receive L2 payments if they want, but the point here is that nothing changes for the rest of SNOs.

That point is also fulfilled. Again you described the situation we expect to get with zkSync.
