Yes the $1 egress rate is for customer downloads, repair, and audit.

2. Will September’s prepayment include the missing amount (10–20% across different nodes) that was underpaid in August’s prepayment due to the calculation bug?

That is the plan but I will have to ask for confirmation how exactly we do it.

3. Do the current payout rate reductions affect the held-back amount accrued prior to July 26th?

I don’t see how that is even possible so no.

3. If a node completes a standard Graceful Exit, will it still receive that held amount in full?

That is a question for the payout in October. I don’t know the answer. I believe for nodes that started GE 32 days ago we can payout the held amount. It is not a hugh amount. But to be fair there was no final decision on that one yet. We could still end up with a no. The next few days will reveal that.
