I went through the documentation step by step to install identity, authorize it, confirm it (both commands), and port forward. Not sure what the problem is because my dashboard is not loading:

This site can’t be reached127.0.0.1 refused to connect.
Try:

Checking the connection
Checking the proxy and the firewall
ERR_CONNECTION_REFUSED

Is a GUI, I wanted to begin working in windows and then move it on my synology.

You should ready the identity on Windows, move identity to NAS and start directly using your NAS. Something might go wrong if you want to migrate (data + identity). Since you are going to use NAS for your node, use it from the start.
