Hello! Is there any changes in payouts or how before must I have to wait 15 months?

I cannot find such information.

For layer 1 payments, we paid 1,342 unique wallet addresses. There is no specific minimum payment threshold but it appears the pipeline was able to pay out for people who earned $14.68 or more.

The minimum for layer 1 (ETH) changes every month, you can check undistributed payments within you nodes /payout-information.

Else than that there is no specific minimum.
You never had to wait 15 months, but after 15 months you get 50% of your Held Back amount back.
