If users had any other option it would be possible, but by my estimation, probably 95% of those customers only have Comcast as a reasonable internet option. At least until the starlink / amazon satellite providers get going. I’m sure those will probably be limited too though.
I have 3 decent ISPs in my area, Comcast being one of them - there are almost no areas where they enroach on each others territory and compete for customers. I’m glad i picked an area that wasn’t comcast.
