For Storagenodes: Small version bump to have automatic updater users match the docker release

Due to an interal oversight, the docker images were bumped to v1.14.7, whereas the storagenode updater and versioncontrol still recommended v1.14.4.
We pushed the updated version, but there are no functional differences on the storagenode side compared with v1.14.4.

For Satellites

We implemented a QoS tier for order submission against client facing requests to ensure neither of them are blocking each other during busy times.

This is what the statement that the Storj / Tardigrade network is, however, centralized … one person “with a finger on the button” is able to destabilize it, for example. The worst has not happened yet, but it must be prevented in the future.
