The team said while the wording is not ideal, it is correct.
Being on free tier and NOT upgrading to paid tier are effectively the same thing.
The number you see there are the charges accrued up to the current date, and if you are on free tier, they will be covered entirely by your free tier coupon.
If you are on paid tier, the charges if not fully covered by your free tier coupon will get billed in your invoice to their payment method.

It does seem to kind of suggest that you would actually be charged the amount that is free in the free tier though. So not very ideal.
