Does the Tardigrade allow uploading/downloading and syncing folders?

No, the rclone can work with the Tardigrade natively. But you of course can configure it to use an Tardigrade S3 Gateway or Gateway-MT too.

Yes, the Tardigrade S3 Gateway (locally hosted) and Gateway-MT (hosted SaaS) are designed to allow the S3-compatible software to use Tardigrade even if they are not adopted for Tardigrade.
