Welcome to the forum!

Looks like a connectivity issue. Your host can’t reach servers.
Please, add exceptions to your firewall to connect to any port and any host in the internet.
Also, check your current DNS server, perhaps it doesn’t work.
Later you will need to add exceptions for incoming traffic to the 28967 TCP port.
