If I join storj as a node, can I target any data segment for storage?
What exactly do you mean by “target any segment”? If you mean to choose what data your node stores, then no. Nodes hold data given to them by the satellites. This data is encrypted and sharded so nobody can see what actual data is.

Not exactly correct. The satellite will provide a list of nodes, where you can upload your segment. The data transfer will happen between your uplink and the node directly, no one data is going through the satellite. However, if you would use an S3 integration, your data will go through the closest an Storj S3 Gateway-MT instance for your location, but then distributed around the globe as any native integration would do.
