Moving node from site A to site B

hello,

I currently have 2 nodes in different locations. Site A have 35/35 connection and Site B have 200/200

If Im going to move lets say node1 from site A to Site B.
Does having a different IP all of a suden will affect my node negatively?

this process will also take me around 30 to 40 minutes of downtime. Do I get a penalty for such downtime?

No, it will actually be better for the network.

Storj allows 5 hours of downtime per month. 40 minutes is less than that.
