You should check everything form this check-list:
I use Dynamic DNS Service by dynu.com ip adress is the same on service and when i chek external ip. I use mikrotik i make rulers port to pc - pc is with static ip i chek same with another ruter and make rulers When go on site for chek open ports 28967 is close .
I call to lokal internet provider i make answer that is no limited ports to my conection.
This make several times and i lost meny time until start to work. But problems become on new updates.
To check the port the service should be up and running.
