I have read that downloading to an s3 bucket directly but if I mounted a bucket using rclone could I then just download to the mounted drive (bucket)

My simplified question is can I directly download to an see bucket using rclone

Yes you can. See rclone mount for details.
You likely would need to enable cache though.
