Every tranche of tokens has been unlocked: what Storj has now is all they get without touching the market. There’s no reason to burn them: they’re utility tokens - it would be like burning tools. And the only reason Storj would buy them is to send them back into the market as SNO payouts.
It’s not a token you buy for appreciation. You get some as a SNO, sell it, and it keeps circulating to be used for payouts forever.
(Edit: And why do you believe there was a buyback and burn program? You may be confusing the conversion from SJCX → STORJ when they moved to ERC20? )
Wasn’t this exact question not already answered dozens of times? Why ask it always again and again? Do you expect another answer to the same question?

Storj is not focused on tokens, Storj is focused on providing the distributed storage and distributed CPU/GPU compute, also the Object Mount, and to build a complete platform.
Tokens just a convenient method to transfer a value, which is still calculated in USD on every side.
Even GPU computing is not covered by the ability to pay in tokens yet, but we are working on it.
