Yeah, 2 of my PR’s were also failing. The only thing I have done is restart the workflow and they passed. It might be due to somethings Jenkins sends more requests concurrently and sometimes not. 
It also could be possible that tests are flaky and need to be fixed.
Seems it needs to be updated too.
I asked the team, why these tests are unstable.

Update: these tests are flaky because of spanner, and this is currently acceptable. So, seems retry is a solution for now.
