Not really. Storj email comes after 4 hours off being offline. This adddress flapping could cause node to be inaccessible for some time and then accessible again, resetting the timer.
No mystery, just a coincidence – maybe cloudflare also upgraded to new go stdlib and had their own share of instabilities
