Those all look correct, in the router and Windows Firewall. Are you running the node on docker or native Windows installer?

Please, clear the field “External IP Addr” in your port forwarding rule and delete duplicated rule
Please, disable DMZ
Search on your router the page with WAN IP (I think it’s on Status page) and compare this IP with IP on yougetsignal, they must match, otherwise port forwarding will not work.
